Rural health research findings from eight national research centers, supported by the Federal Office of Rural Health Policy (ORHP), are now featured at one convenient location, the Rural Health Research Gateway Listserv. This initiative is designed to help move the most up-to-date findings of the Rural Health Research Centers to policy makers, health care providers and others as quickly and efficiently as possible.
New information is launched on the listserv and its corresponding web site
(http://www.ruralhealthresearch.org) to provide easy and timely access to projects, research, and findings of these national research centers. The web site has abstracts of both current and completed research projects addressing issues such as rural health quality and behavioral health, related publications, and information about the researchers and research centers.

The Rural Assistance Center (RAC), a national information resource for rural health and human services information, is celebrating its five-year anniversary this month. As part of its celebration, RAC is launching a redesigned home page and is hosting Elizabeth Duke, the top administrator of the Health Resources and Services Administration (HRSA). Since its launch in December 2002, RAC’s web site has received over 1.5 million visits, with over half a million coming in the last year. In addition, RAC has responded to almost 5,000 customized assistance requests from people in all 50 states and over 20 foreign countries. RAC’s services include an extensive web site that is updated daily, periodic electronic updates, and customized assistance provided by RAC’s knowledgeable and committed information specialists.
Based at the University of North Dakota Center for Rural Health, RAC is a collaboration of the University of North Dakota and the Rural Policy Research Institute (RUPRI). It is funded through HRSA's Office of Rural Health Policy.

To increase the number of rural and public hospitals participating in the Institute for Healthcare Improvement’s (IHI) 5 Million Lives Campaign, the Cardinal Health Foundation announced today it is granting up to $500,000 to hospitals that enroll and report their data to IHI. Hospitals would receive up to $15,000 each to help defray costs associated with implementing IHI initiatives, aimed at protecting patients from five million incidents of medical harm over two years (December 2006 – December 2008). The National Rural Health Association and the National Association of Public Hospitals and HealthSystems will administer the grants. While the demands on emergency and trauma care have grown dramatically, however, the capacity of the system has not kept pace. The Centers for Medicare and Medicaid Services (CMS) will award up to 15 sites with grants, not to exceed $750,000 per site, to establish and/or deliver PACE program services. The purpose of the Rural PACE Provider Grant Program is to promote the development of Programs of All-Inclusive Care for the Elderly (PACE) models in rural service areas. PACE development has been slow in rural areas, in part, because of fear of potential financial losses, since PACE is based on a per-member per-month reimbursement for a broad range of health and social services for elderly patients, and outlier protections have not historically been available.
CMS will award grantees start up monies and provide cost outlier protections. Technical assistance outreach and education to state agencies and provider organizations interested in serving rural areas will also be provided by CMS as part of this initiative. "The new Medicare Part D prescription drug plan has had mixed results in rural areas. While higher numbers of rural Americans have enrolled in stand-alone prescription drug plans (21%), few have enrolled in a Medicare Advantage prescription drug (MA-PD) plan (3%), bringing to attention the continuing insurance equity gap between rural and urban dwellers. This announcement came following the release of a new study by the RUPRI Center for Rural Health Policy Analysis, "Medicare Part D: Early Findings on Enrollment and Choices for Rural Beneficiaries." According to the study, 21% of rural Medicare beneficiaries have enrolled, as compared to 13% of urban persons." TUESDAY, March 7 (HealthDay News) -- Public "safety net" medical services -- such as community health centers, public hospitals, migrant worker health centers and primary-care programs in public housing -- play a crucial role in providing health care to uninsured children in the United States.
That's the finding of a Rand Corp. study in the March issue of Pediatrics.
The study of more than 2,600 uninsured children, aged 2 to 17, who lacked insurance for at least one full calendar year at some time from 1996 to 2000, found that children in rural areas were more likely to receive medical services if they lived closer to safety net medical providers or if there were more primary-care doctors nearby.

"At a time when arguably, US healthcare is at its worst, it’s an inarguable fact that rural Americans are more frequently denied access to health care than their urban counterparts. The National Rural Health Association (NRHA) cites a study released today in the Journal of the American Medical Association (JAMA) that concludes the Nation’s healthcare safety net, in large part filled by Community Health Centers (CHC), is grossly inadequate in rural areas. Access to, as well as recruitment and retention of physicians and other medical providers in rural communities lags far behind that of urban and metropolitan areas."
