Online Interactive HIPAA training at Cleveland Clinic: Conception to Completion in Three Months

ABSTRACT:
The Health Information Portability and Accountability Act has numerous health care organizations scrambling to meet the April 14, 2003 deadline for compliance with the Privacy Rule. At the Cleveland Clinic a decision was made to have each and every employee of the Cleveland Clinic Health System (CCHS), approximately 25,000 people, view a HIPAA awareness video. In addition, those employees exposed to Protected Health Information (PHI) of patients would take a web-based course on the HIPAA Privacy Rule. The Cleveland Clinic has developed a Learning Management System (LMS) for house staff connected to a database developed by the Education Division. The plan was to upgrade this with some additional features and also connect this instead to the Human Resources database. The Center for Online Medical Education and Training (COMET) in the Education Division that was involved in creating content for the house staff LMS was assigned the task of content creation for the new HIPAA LMS.
Features of HIPAA LMS:
1. Intranet-based
2. Log in authentication with HR database
3. Tracking and book-marking
4. Support for "Roles" so that the same lesson could be presented differently to a nurse and a receptionist.
5. My Profile page with ability to update supervisor, e-mail and assigned role
6. Indexing functionality in left navigation frame shows table of contents for each lesson with indicators for pages viewed, current page and upcoming pages.
7. Support for various scripts, plug-ins i.e. JavaScript, Flash, Authorware, and style sheets at the authoring end. Thus Authors could create interactivity and change the look and feel of the site in an unrestricted fashion.
8. Reporting capability based on supervisor hierarchy.
9. An authoring module with ability to create courses, lessons and roles. The content is placed on independent HTML pages and the authors use the authoring module to point to these pages and place them in an appropriate order.
What is so unusual about this project?
1. The project was conceived in November 2002 and completed in January 2003. This included building the LMS, identifying trainees and assigning roles, identifying the content and converting it for online delivery and getting the system tested and the content reviewed. This project highlights what can be achieved by close cooperation of online learning experts, content experts, compliance teams, and information technology personnel.
2. The ability to assign roles is a powerful feature. Thus people with different responsibilities or jobs are presented the same content in a customized manner. This makes for a more personalized online learning experience.
3. The ability to create the content in an unrestricted manner allows for quicker content creation and author satisfaction. The authoring team can apply a uniform style sheet to the content without input from the IT team.
4. The LMS navigation buttons on HTML pages with Authorware files are inactivated till the user completes the Authorware piece. Then the "Next" button in the navigation system becomes active. This ensures that the user gets the complete educational experience.
Besides the time and technical challenges, the biggest hurdle to deliver a mandatory training on a legal topic in an interesting, interactive manner that would be positively received by the trainees. We plan to have the employees take the training between 2/15/03 and 4/1/03. They will fill out an evaluation form on completion of the training and we shall have data available by the time of the meeting
